'The ITF Act provides that every employer having either 5 or more employees in its establishment or less than 5 but with an annual turnover of N50 million and above, shall in respect of each calendar year, contribute one per centum
of its total annual payroll to the Fund.
The per se count, as noted by Judge Smith, says no one should operate a motor vehicle with ".08 of one per centum
or more by weight of alcohol in the person's blood as shown by chemical analysis" as described in VAT Section 1194.

(A) where such individual is supporting his spouse or dependent child (other than a spouse or child with respect to whose support such order is used), 50 per centum
of such individual's disposable earnings for that week; and
A.7003 TOKASZ Establishes an additional mandatory penalty of a minimum term of imprisonment of five days if a person operates a vehicle while such person has more than .15 but less than .20 of one per centum
of alcohol in his or her blood; establishes an additional mandatory penalty of a minimum term of imprisonment of ten days if a person operates a vehicle while such person has .20 of one per centum
or more of alcohol in his or her blood.
(b) If a licensed insurer or a managed care plan fails to remit the payment as provided under subsection (a), interest at ten per centum
(10%) per annum shall be added to the amount owed on the clean claim.
It had also authorized one election to be held on the first Monday in May to decide "whether an annual tax shall be levied therein for the support of a Graded Public school for the white children, and a Graded Public school for the colored children in said District," the tax not to "exceed one third of one per centum
on property, and one dollar on the poll." Should the tax be approved, all tax moneys collected from white persons would go to the white graded school, and the moneys from black persons to the black school.
