Ever since I was a boy I have wished to write a discourse on
Compensation; for it seemed to me when very young that on this subject life was ahead of theology and the people knew more than the preachers taught.
Fentolin admitted, "that I have

The Senators and Representatives shall receive a
Compensation for their Services, to be ascertained by Law, and paid out of the Treasury of the United States.

It is there provided that "The President of the United States shall, at stated times, receive for his services a
compensation which shall neither be increased nor diminished during the period for which he shall have been elected; and he shall not receive within that period any other emolument from the United States, or any of them." It is impossible to imagine any provision which would have been more eligible than this.
